Role Overview

The HR Manager is a leadership role responsible for overseeing and improving the end-to-end employee experience, engagement, culture, and local HR services in Costa Rica. You will ensure that people programs are employee‑centric, compliant, scalable, and aligned with our priorities.

You will provide strategic direction and oversight for local employee experience, engagement and culture projects, and HR services delivery in Costa Rica. You will be a trusted partner to business leaders and HR team members, ensuring agreement between local employee needs, regional standards, and Experian's broader people and culture strategy. You will report to the HR Director of Costa Rica.

Main Responsibilities

Employee Experience, Engagement & Culture

Lead and improve the employee experience and engagement strategy in Costa Rica, ensuring agreement on the Experian Way and People First philosophy. This includes managing employee lifecycle—from onboarding to offboarding—while growing engagement and culture programs that strengthen company values, foster belonging, and strengthen connections across teams. You will oversee employee programs. You will use feedback, data, and partnerships with our teams (e.g., Communications, TA, I&B, ERGs) to enhance inclusion, improve experiences, and hear employees' voices. This will achieve this through surveys and engagement forums.

HR Services Oversight & Governance

Provide strategic direction and oversight for local HR services, ensuring they are efficient, compliant, and employee-focused. Define clear ownership, accountability, and service standards across benefits, onboarding, and lifecycle processes.

Total Rewards Strategy & Market Competitiveness

Lead the Total Rewards and benefits strategy for Costa Rica in collaboration with global teams, market benchmarking and data insights. Build external partnerships, act as the main contact for Total Rewards, and advise leadership on compensation decisions and workforce strategies.

Benefits Governance & Optimization

Oversee the design, governance, and continuous improvement of the local benefits offering. Establish clear frameworks for eligibility, evaluate program effectiveness, and develop business cases to enhance benefits with employee needs and organizational goals.

Vendor Management & Service Experience

Manage relationships with benefits vendors and brokers, including negotiations and performance monitoring. Ensure service quality through defined agreements and deliver a seamless, positive experience for employees using these services.

HR Analytics & Continuous Improvement

Lead HR analytics efforts by combining internal and external data to create applicable insights. Use these insights to guide decision-making, inform leadership recommendations, and improve programs, including automation, process optimization, and change management.

Policy, Compliance & Risk

Ensure governance and compliance with Costa Rican labor laws across HR processes, benefits, and employee experience programs. Manage vendor compliance, audits, policy attestations, and escalations, while partnering with HR and Employee Relations teams to address complex cases.

Health, Safety & Wellbeing

Oversee health, safety, and wellbeing programs, ensuring compliance with legal and organizational standards. This includes managing risk prevention projects (e.g., ergonomics, remote work), participating in safety committees, and overseeing the resolution of escalated cases to protect employee wellbeing.


Experience and Skills

  • 5+ years of experience in employee experience, engagement, HR operations, or people services leadership roles.
  • Experience leading teams and balancing strategic and operational responsibilities.
  • Experience managing vendors, benefits, engagement programs, and governance cycles.
  • Advanced English and Spanish language skills.
  • Bachelor's degree in HR, Business Administration, Law, Psychology, or related field; master's.
  • Employee experience and engagement leadership, focused on trust, belonging, and retention.
